These comments come after Australia asked Russia to withdraw more than 120 thousand troops on the border.  The Biden administration also warned Russia that it would face dire consequences if it launched an invasion of Ukraine.

Russia remains concerned about the presence of Ukrainian forces, which may launch new attacks on pro-Russian militias in the separatist-controlled areas in the eastern part of the country.

Dr. Pavlovsky also warned that the West's continued support for Ukraine could create some kind of encouragement for the country to sabotage the Minsk agreements that grant more autonomy to some Russian-speaking regions of Ukraine.
